Strait of Hormuz Cooperation and Dialogue Council

Purpose: Africa's Voice at the Gulf Gateway

The Strait of Hormuz Cooperation and Dialogue Council brings together members from business, government and civil society who know energy, shipping and trade. Fuel, gas, fertiliser and petrochemical inputs bound for African markets often pass this gateway, and so do Gulf trade and investment partners. When passage is disrupted, African importers feel higher freight, insurance and fuel costs first. The Council monitors, convenes, makes Africa’s case and supports dialogue. It holds no authority over the strait.

Our Vision

Steady Supply, Fair Costs for Africa

To see African fuel, gas and fertiliser supplies move steadily through the Gulf gateway, with calm dialogue as the first response whenever passage is disrupted.

Our Mission

Protecting Supply, Supporting Dialogue

  • Monitor Exposure: Track how Gulf passage affects African fuel, fertiliser and petrochemical imports and the businesses that depend on them.
  • Convene Stakeholders: Bring importers, shippers, insurers and African governments together to share evidence and plan ahead.
  • Make Africa’s Case: Put the costs of delay, freight and insurance in front of coastal states, shipping bodies and major economies.
  • Support Dialogue: Encourage calm, neutral talks between parties, and refer disputes to the recognised legal bodies.

Subject Matter Expert Committee: Energy and Shipping Specialists

The Strait of Hormuz Expert Committee includes:

  • Energy Analysts who follow fuel and gas supply to African markets.
  • Fertiliser and Agri-Input Specialists who understand food-security exposure.
  • Maritime and Insurance Experts on freight, risk and war-risk cover.
  • Trade Professionals in African and Gulf commerce and investment.
  • Policy Advisors on energy security and diplomacy. Nominations are invited.

Engagement with Authorities: Respectful Partnership

Coastal States and Gulf Partners:

  • Engage the coastal states and Gulf trade partners respectfully, to understand their concerns and share African needs. We take no side between states.

Shipping and Maritime Bodies:

  • Share African evidence with the International Maritime Organization and shipping industry bodies. We are not affiliated with, a member of or endorsed by any of them.

African and Global Partners:

  • Work with the African Union and regional economic communities on energy and food resilience.
  • Ask the EU, G7 and other major economies for fair finance and help with fuel storage and port readiness.

Council Convener: Building Calm Dialogue

The Convener of the Council will:

  • Lead the Council’s evidence and monitoring work. Appointments will be announced.
  • Speak for African importers in neutral, fact-based discussions.
  • Refer disputes needing a ruling to the recognised bodies, such as the dispute-settlement procedures of the UN Convention on the Law of the Sea.

Why this Council matters

  • For Businesses: Clearer information and a voice when fuel and input costs rise.
  • For Farmers and Families: Steadier fertiliser and fuel supply supports food and transport prices.
  • For Africa’s Industry: Africa also owes itself readiness: storage, port efficiency and regional supply that cushions shocks.
