Biotechnology Framework 2027-2035

Building Africa's Biotechnology and Life Sciences Future

Africa carries a heavy burden of disease and imports most of its medicines, vaccines and many agricultural inputs. This Biotechnology Framework 2027-2035 is a Make in Africa proposal for African governments, regional bodies and partner countries to build biotechnology research and production on the continent, in support of health, agriculture, the environment and industry.

Our vision is to use biotechnology to create jobs, promote inclusive development and strengthen African research. The Framework proposes an ecosystem that links universities and industry, supports entrepreneurs, and backs research in pharmaceuticals, agro-biotech, bioenergy and industrial biotechnology. It is a proposal, not law.

Vision for 2035

Africa as a Biotechnology Maker, Not Only a Market

By 2035, this Framework aims to see Africa produce far more of its own biotechnology, pursuing the following shared objectives:

  • Mobilising long-term investment for research, industrial-scale production and the growth of African biotech start-ups.
  • Supporting biotechnology parks and incubators that connect academia, research institutions and industry.
  • Creating many direct and indirect jobs, with inclusive opportunities for women, rural communities and underrepresented groups.
  • Building regional capacity in biopharmaceuticals, agricultural biotechnology, bioinformatics and renewable bioenergy, working with Africa CDC and regional bodies.

Mission

Building a Shared African Biotechnology Ecosystem

Make in Africa is committed to helping build a self-sustaining biotechnology ecosystem that drives research and supports industrial-scale production for African and export markets. The key objectives of this Framework include:

    • Fostering links between universities and industry to share knowledge, commercialise research and create a clear path from laboratory to market.
    • Encouraging entrepreneurship by supporting finance, incubators and access to venture capital for African biotech start-ups.
    • Promoting R&D to achieve breakthroughs in pharmaceuticals, agro-biotech, biomanufacturing and bioenergy, with technology and licence sharing from partner countries.
    • Supporting sustainable development by using biotechnology to meet challenges in agriculture, healthcare and the environment.
    • Building human capital through specialised training and biotechnology skills institutions across the continent.

Ease of Doing Business

Streamlined Approvals and Regulatory Support

Make in Africa encourages governments to simplify the business environment for biotechnology investors and researchers, with single-window systems for online submission and tracking of approvals, and regulatory cooperation across regions that protects safety and quality standards.

Africa Leading a Biotechnology Revival

This Biotechnology Framework is a shared proposal to build African biotechnology research and production. By promoting collaboration, encouraging investment and developing a skilled workforce, Make in Africa aims to help governments move towards stronger self-reliance in healthcare, agriculture and clean energy, while contributing to science worldwide.
