This Information Technology Framework 2027-2035 is a Make in Africa proposal for African governments, regional bodies and partner countries. It is a set of proposals, not law. Africa has a young population and fast-growing demand for digital services, yet it still imports most of the hardware, software and cloud capacity it uses.
Through this framework, we aim to help African countries build their own IT capacity, create skilled jobs and expand infrastructure. We also ask partner economies for technology and licence sharing, skills investment and fair access to their markets for African digital services.

This framework seeks to help businesses, innovators and governments across Africa succeed in the digital era. Its key shared objectives are:
By 2035, this framework envisions African countries building more of the software, services and hardware they use, creating skilled jobs and keeping more digital revenue on the continent. The aim is to move from buying digital products to making them, and to sell African IT services to the world.

This Information Technology Framework is more than a policy document. It is a shared roadmap for African digital capacity. With a focus on digital inclusion, local skills and fair partnerships, Africa can become a maker of technology and not only a market for it.
Make in Africa invites investors, innovators and entrepreneurs to join this journey and build a future where Africa designs and builds its own digital technology.
