Fisheries Policy Framework 2027-2035

Africa's Blue Economy, Made and Processed at Home

Africa has long coastlines, rich waters, lakes and rivers. Yet too much fish leaves the continent unprocessed, and too many fishing communities see little of the value. This Fisheries Framework 2027-2035 is a Make in Africa proposal for African governments, regional bodies and partner countries. It is a set of proposals, not law.

It aims to grow sustainable fisheries and aquaculture, strengthen food security and livelihoods, and move processing, packaging and cold storage onto African soil. Fair terms with partner countries, including an end to tariff escalation on processed fish and an end to illegal fishing, are part of the ask.

Vision for 2035

African Fisheries That Feed and Employ Africa

By 2035, this framework aims for sustainable African fisheries and aquaculture that serve African families first, with these shared objectives:

  • Strong Domestic Supply: Raise the production of freshwater and marine fish so that African markets are fed by African producers.
  • Expanding Freshwater Aquaculture: Develop ponds, tanks and cages across the continent using modern, science-based practices.
  • Local Seed and Feed: Support hatcheries and feed mills so that quality inputs are made in Africa.
  • Generating Employment: Create direct and indirect jobs for fishers, processors, entrepreneurs and rural communities.
  • Sustainable Coastal Aquaculture: Back well-designed incentives for shrimp, fish and other species that protect ecosystems and incomes.

Mission

Building an African Fisheries Ecosystem for Fair, Lasting Growth

Make in Africa is committed to helping build a fisheries and aquaculture ecosystem that adds value on the continent and protects its waters. This framework focuses on:

  • Sustainable Aquaculture: Supporting science-based management that raises output while keeping ecosystems healthy.
  • Empowering Fishers and Entrepreneurs: Improving access to finance, markets and skills so that livelihoods grow.
  • Attracting Patient Investment: Encouraging investment in hatcheries, processing units, cold storage and ports, on fair terms.
  • Value Addition: Moving filleting, canning, packaging and export readiness to Africa, and asking partner markets to stop penalising processed fish.
  • Inclusive Growth: Opening training and jobs to young people, women and rural communities, and curbing illegal fishing and illicit outflows.

Ease of Doing Business

Clear Approvals and Regulatory Support

We encourage African governments to make it easier for fisheries and aquaculture investors, with single-window approvals, shorter delays and recognised standards across regional economic communities so that African fish can trade freely under AfCFTA.

Africa Leading a Blue Economy Revival by 2035

This Fisheries Framework is a proposal for a fairer and more productive fisheries sector. By backing sustainable aquaculture, building cold chains and processing plants, and repairing the terms of trade with export markets, African countries can keep more of the value their waters provide.
