Africa imports most of the medicines and vaccines it uses, which leaves health systems exposed when supply chains are disrupted. This Pharmaceuticals Framework 2027-2035 is a Make in Africa proposal for African governments, regional bodies and partner countries. It is a set of proposals, not law. It aims to grow regional pharmaceutical manufacturing, research and quality control, working with Africa CDC and other institutions.
The framework supports pharmaceutical clusters, research facilities and manufacturing units that follow high quality and environmental standards. We ask partner economies for technology and licence sharing, long-term purchase agreements tied to local production, and fair investment on African soil.

By 2035, this framework envisions a continent that makes far more of its own medicines and vaccines, with these shared goals:
Advancing research and innovation by linking universities, research centres and industry to accelerate drug discovery, clinical research and biosimilar development.
We encourage African governments to create a smooth environment for pharmaceutical investors and manufacturers, with single-window procedures for project approvals and cooperation between national regulators on shared standards. Make in Africa does not approve medicines. We guide firms to the authorised regulators and advocate for timely, consistent processes.
This Pharmaceuticals Framework is a proposal to help Africa make the medicines it needs. By encouraging investment, backing research and promoting clean production, countries can work together to build regional manufacturing that makes health supply more secure.
Make in Africa invites pharmaceutical companies, researchers and innovators to join this journey and help build a sustainable, innovative pharmaceutical ecosystem across Africa.
