Data Centre Framework 2027-2035

Driving Africa's Digital Infrastructure Future

Make in Africa proposes this Data Centre Framework 2027-2035 to help African governments and partners build the digital infrastructure the continent needs. Today, too much African data is stored and processed abroad, and the value, jobs and skills go with it. The Framework aims to change that, supporting sustainable growth, enterprise and technical skill in data infrastructure.

With growing port and airport links, expanding fibre and road networks, and a young workforce, Africa has strong advantages for the industries of the future, including green technology, digital enterprise and trade under AfCFTA.

With practical reforms and a commitment to sustainability, we invite collaboration to make Africa a place where data centres are built, owned and run for African needs by 2035.

Vision for 2035

Africa as a Data Centre Hub

By 2035, this Framework aims to help Africa attract and keep data centre investment. To achieve this, we propose shared targets, including:

  • Mobilising long-term investment in data centre infrastructure across the continent.
  • Supporting data centre parks in well-connected locations in each region.
  • Powering a growing share of new data centres with renewable energy such as solar, wind and hydro.
  • Creating new skilled employment in the data centre industry.
  • Training people in AI, cloud computing and cybersecurity to support the digital economy.

Africa can become a major data centre region, driven by a shared focus on sustainability, innovation and efficient, fair business.

Ease of Doing Business

Make in Africa encourages governments to adopt single-window clearance that simplifies regulatory approvals and lets investors move data centre projects forward. We want a transparent and efficient approval process across regions, with digitised regulatory frameworks that reduce delay, along with clear data protection rules, so Africa is seen as a dependable place to invest.

Africa as a Data Centre Leader by 2035

This Data Centre Framework sets a path for Africa to become a leading destination for data centre investment. With strategic infrastructure, clear policy and skilled people, the continent is ready to attract serious and lasting investment.

Through this Framework, we aim to support governments in mobilising investment, creating new jobs and building data centre parks powered by renewable energy. It lays a foundation for growth now and a stronger place for Africa in the digital economy over the long term.
