Bosporus Strait Cooperation and Dialogue Council

Purpose: Food and Fertiliser Reaching Africa

The Bosporus Strait Cooperation and Dialogue Council brings together members from business, government and civil society who care about African food and farm costs. Grain, sunflower oil and fertiliser from Black Sea ports feed African markets. When passage is predictable, bread, cooking oil and planting costs stay steadier. We gather evidence, advise and support calm dialogue. We hold no authority over the strait.

Our Vision

Predictable Passage, Secure Tables

An Africa whose food and farm inputs move through the Bosporus safely, on time and at fair cost, with African buyers kept clearly informed.

Our Mission

Dialogue That Protects African Supply

  • Gather Evidence: Show how delays and added costs at the strait reach African households, farms and mills.
  • Ask for Predictability: Advocate for safe, timely passage of food and fertiliser cargoes, within the existing international rules.
  • Improve Communication: Help African buyers receive clear, early notice of changes that affect their cargoes.
  • Build Home Capacity: Promote African storage, milling, fertiliser blending and port readiness, so Africa depends less on one route.

Expert Committee: Voices for African Food Security

The Bosporus Strait Committee will include:

  • Maritime Lawyers who explain the Montreux Convention and the wider law of the sea.
  • Grain and Fertiliser Traders who understand African import needs.
  • Port and Shipping Professionals from African and partner ports.
  • Agricultural Economists who track farm costs and food prices.
  • Policy Advisors experienced in trade and food security.

Engagement with Authorities: Partnering for Progress

Coastal and Convention States:

  • Seek respectful dialogue with the states responsible for the strait, on predictability and safe passage. We do not seek to change the Montreux Convention.

Continental and Regional Bodies:

  • Work with the African Union, the AfCFTA Secretariat and regional economic communities to speak with one African voice on food and fertiliser supply.

Maritime and Legal Institutions:

  • Support engagement with the International Maritime Organization on safety and communication.
  • Where a dispute needs a ruling, point parties to the recognised bodies under international law, such as the Permanent Court of Arbitration.

Council Convener: Keeping Dialogue Open

The Council Convener will:

  • Chair the Council and set its evidence agenda. Appointments will be announced.
  • Speak for African food importers in calm, factual discussions.
  • Build partnerships for storage, processing and early warning.

Why this Council Matters

  • For Households: Steadier bread and cooking oil prices when passage is predictable.
  • For Farmers: More reliable access to fertiliser at planting time.
  • For African Industry: A case for local milling, refining and fertiliser production.
