Cape of Good Hope and Mozambique Channel Cooperation and Dialogue Council

Purpose: Africa's Own Southern Passages

The Cape of Good Hope and Mozambique Channel Cooperation and Dialogue Council brings together members from business, government and civil society in southern and eastern Africa. These are our own waters. When the Red Sea and Suez route is disrupted, ships route around the Cape. Traffic, bunkering, repair and rescue demand rise. We help Africa be ready, and make that demand African jobs.

Our Vision

Ready Ports, Skilled People, Safe Seas

Southern African waters served by ready ports, capable repair yards and strong rescue, with the benefits of extra traffic staying in Africa.

Our Mission

Turning Diversion into African Industry

  • Build Port Services: Promote bunkering, provisioning, repair and cargo handling that visiting ships can trust.
  • Grow Ship Repair: Back African yards, skills and local suppliers for repair and maintenance.
  • Strengthen Safety: Support rescue coordination and oil-spill response readiness among coastal states.
  • Train People: Advocate for seafaring, engineering and port skills, with partner finance and technology.

Engagement with Authorities: Partnering for Progress

Coastal States:

  • Seek respectful dialogue with the coastal states of southern and eastern Africa on shared readiness, rescue and spill response. We take no side between states.

Ports and Regional Bodies:

  • Work with port authorities, SADC, the African Union and the African Development Bank on investment in ports and repair capacity.

Maritime and Legal Institutions:

  • Support engagement with the International Maritime Organization on safety and training.
  • Where a dispute needs a ruling, point parties to the recognised bodies under international law, such as the International Tribunal for the Law of the Sea.

Council Convener: Leading Readiness

The Council Convener will:

  • Chair the Council and set its readiness agenda. Appointments will be announced.
  • Bring ports, yards and coastal states together for dialogue.
  • Seek fair finance and technology from partners for African maritime industry.

Why this Council Matters

  • For Coastal Communities: Stronger rescue and cleaner seas.
  • For Workers: Skilled jobs in ports, repair yards and logistics.
  • For African Industry: Value kept at home, not lost to other ports.
