Film and Media Framework 2027-2035

Building Africa as a Home for Film and Media Production

Africa has a rich storytelling tradition and a growing film and media community. This Film and Media Framework 2027-2035 is a Make in Africa proposal to help governments and partners build on it. It aims to support filmmaking across the whole pipeline, from pre-production to post-production, and to grow acting education, VFX design and virtual production technologies such as AR, VR and MR.

By supporting the whole production chain, Make in Africa aims to help African creators and international filmmakers work together on fair terms, with studios, acting schools, VFX institutes and training in modern techniques. The goal is for African stories to be made, owned and sold from Africa, from feature films to VFX-heavy productions. It is a proposal, not law.

Vision for 2035

Africa as a Destination for Film and Content Making

By 2035, this Framework aims for Africa to be recognised for film production, VFX design and film education, driven by the following shared objectives:

  • Build African Film Hubs: Support an ecosystem across regions that serves every phase of film production, from pre-production to post-production.
  • Develop Acting Schools and VFX Institutes: Support acting schools, VFX design institutes and AR/VR/MR training colleges to grow African talent and attract students seeking specialised education.
  • Film Services Hub: Offer international filmmakers a base for pre- and post-production work, drawing on African expertise in VFX, editing, sound design and animation.
  • Encourage Co-Production: Attract regional and international film industries to shoot in Africa through good infrastructure, fair incentives and single-window permissions, with African creators sharing ownership.
  • Build on Africa’s Film Legacy: Expand film education in emerging technologies such as virtual production, AI-assisted filmmaking and digital post-production.
