FinTech Policy Framework 2027-2035

Building Africa's FinTech Future

Africa’s young, mobile-first population has already shown what digital finance can do. This FinTech Framework 2027-2035 is a Make in Africa proposal for African governments, regional bodies and partner countries. It is a set of proposals, not law.

It aims to build African payment systems, platforms and skills that connect across borders under AfCFTA, so that value created by African fintech stays in Africa. We also ask partner economies to back this with fair capital, technology sharing and open markets for African financial services.

Vision for 2035

An African FinTech Ecosystem Built at Home

By 2035, this framework aims for an African fintech ecosystem that serves African producers and families, with these shared goals:

  • Interoperable Payments: Link national and regional payment systems so that traders can pay and be paid across borders at low cost.
  • African FinTech Hubs: Support hubs in every region, focused on digital payments, trade finance and financial inclusion.
  • Creating Employment: Open skilled jobs for developers, analysts, entrepreneurs and financial professionals.
  • Financial Inclusion: Use mobile and digital tools to widen access to accounts, credit and insurance for farmers, small manufacturers and women.
  • Fair Finance for Makers: Direct more credit towards African manufacturers, and press partner countries for fairly priced guarantees and long-term funding.

Mission

Turning African Fintech into Fuel for Industry

This framework sets out the steps we propose to make fintech serve African production:

  • Build on Existing Strengths: Grow digital banking, payments, insurance, lending and savings, led by African firms and institutions.
  • Attract Patient Investment: Welcome investors who share ownership, skills and technology rather than only extracting fees.
  • Connect Regional Systems: Align payment rules across the regional economic communities and work with Afreximbank and the African Development Bank on trade finance.
  • Include the Underserved: Reach rural areas and informal traders with simple, safe and affordable financial services.
  • Support Responsible Regulation: Work with national regulators on sandboxes, consumer protection and shared standards for responsible innovation.

Ease of Doing Business

Clear Approvals and Regulatory Support

We encourage African governments to set up single-window licensing for fintech, with clear timelines and shared rules across borders. Make in Africa does not issue licences. We introduce firms to the authorised regulators and advocate for faster, fairer processes.

Africa Building a FinTech Future by 2035

This FinTech Framework is a proposal for finance that works for African makers. Through regional payment links, patient investment and fair terms from partner economies, Africa can keep more of the value its people create and reinvest it at home.
