Pharmaceuticals Policy Framework 2027-2035

Building Africa's Capacity to Make Its Own Medicines

Africa imports most of the medicines and vaccines it uses, which leaves health systems exposed when supply chains are disrupted. This Pharmaceuticals Framework 2027-2035 is a Make in Africa proposal for African governments, regional bodies and partner countries. It is a set of proposals, not law. It aims to grow regional pharmaceutical manufacturing, research and quality control, working with Africa CDC and other institutions.

The framework supports pharmaceutical clusters, research facilities and manufacturing units that follow high quality and environmental standards. We ask partner economies for technology and licence sharing, long-term purchase agreements tied to local production, and fair investment on African soil.

Vision for 2035

Africa as a Maker of Quality Medicines

By 2035, this framework envisions a continent that makes far more of its own medicines and vaccines, with these shared goals:

  • Positioning African countries as preferred locations for pharmaceutical manufacturers, mobilising fair, long-term investment.
  • Supporting pharmaceutical parks and clusters with reliable power, water and logistics to foster high-quality manufacturing.
  • Generating direct and indirect employment, with a focus on women, young people and rural communities.
  • Promoting clean manufacturing that treats effluent responsibly and uses eco-friendly practices.

Advancing research and innovation by linking universities, research centres and industry to accelerate drug discovery, clinical research and biosimilar development.

Mission

Building Africa's Pharmaceutical Ecosystem

Make in Africa is committed to helping build a pharmaceutical ecosystem that serves African patients, drives innovation and supports lasting development. This framework is guided by these core missions:
  • Encourage investment in pharmaceutical manufacturing, research and infrastructure through fair incentives and an easier business environment.
  • Promote clean and sustainable manufacturing so that African production meets the highest environmental standards.
  • Foster life sciences research by supporting regional research hubs for new medicines, biosimilars and vaccines.
  • Create jobs by upskilling the workforce in advanced manufacturing and quality control.
  • Open regional and international markets by harmonising standards, recognising approvals between countries and asking partners to stop penalising processed goods.

Ease of Doing Business

Clear Approvals and Regulatory Support

We encourage African governments to create a smooth environment for pharmaceutical investors and manufacturers, with single-window procedures for project approvals and cooperation between national regulators on shared standards. Make in Africa does not approve medicines. We guide firms to the authorised regulators and advocate for timely, consistent processes.

Africa Building a Pharmaceutical Future by 2035

This Pharmaceuticals Framework is a proposal to help Africa make the medicines it needs. By encouraging investment, backing research and promoting clean production, countries can work together to build regional manufacturing that makes health supply more secure.
