Multimodal Logistics Policy Framework 2027-2035

Connecting African Producers to African Markets

Goods made in Africa still face some of the slowest and costliest routes to market, including between neighbouring countries. This Multimodal Logistics Framework 2027-2035 is a Make in Africa proposal for African governments, regional bodies and partner countries. It is a set of proposals, not law. Logistics is the backbone of trade, and AfCFTA cannot deliver without it. We aim to help countries build integrated multimodal systems that raise efficiency, protect the environment and strengthen competitiveness.

Vision for 2035

Africa's Corridors, Ports and Rail Working Together

This framework aims to help build a logistics system that moves African goods quickly and cheaply, supports industry and lifts intra-African trade. By 2035, its shared targets include:

  • Improving port-led multimodal connectivity across major ports, inland terminals and airports.
  • Reducing logistics costs through multimodal transport across railways, roadways, airways and waterways.
  • Supporting integrated logistics parks and strengthening first and last-mile connectivity across regions.
  • Cutting border delays through shared customs procedures across the regional economic communities.

Mission

Streamlining Africa's Multimodal Logistics Infrastructure

To meet the continent’s trade ambitions, this Multimodal Logistics Framework focuses on:

  • Improving performance on corridors and at borders, with simpler and shared documentation.
  • Reducing logistics costs by promoting multimodal transport across railways, roadways, airways and waterways.
  • Supporting integrated logistics parks and better first and last-mile links to farms, factories and zones.
  • Strengthening port-led connectivity, with fair long-term finance and guarantees from partners for major regional ports and corridors.

Building Africa's Multimodal Logistics Network

This Multimodal Logistics Framework is designed to help unlock Africa’s potential through a streamlined, sustainable and modern logistics system. Through it, Make in Africa aims to support countries as they build transport networks and port connectivity that let African goods move across the continent and into the world.

Multimodal Logistics Framework 2027-2035

Make in Africa invites investors, private developers and industry partners to join in building logistics that connect African producers to buyers, reduce costs and support innovation across industries.
