Information Technology Policy Framework 2027-2035

Powering Africa's Digital Transformation

This Information Technology Framework 2027-2035 is a Make in Africa proposal for African governments, regional bodies and partner countries. It is a set of proposals, not law. Africa has a young population and fast-growing demand for digital services, yet it still imports most of the hardware, software and cloud capacity it uses.

Through this framework, we aim to help African countries build their own IT capacity, create skilled jobs and expand infrastructure. We also ask partner economies for technology and licence sharing, skills investment and fair access to their markets for African digital services.

Vision for 2035

Building an African IT Ecosystem for Growth

This framework seeks to help businesses, innovators and governments across Africa succeed in the digital era. Its key shared objectives are:

  • Encouraging patient investment in African data centres, networks and IT parks.
  • Fostering start-ups and innovation by supporting an ecosystem that rewards African ideas and products.
  • Promoting digital literacy and affordable internet access across the continent, working towards connectivity for all.
  • Strengthening public services with technology that improves transparency and delivery.

Mission for 2035

Africa as a Maker of Digital Technology

By 2035, this framework envisions African countries building more of the software, services and hardware they use, creating skilled jobs and keeping more digital revenue on the continent. The aim is to move from buying digital products to making them, and to sell African IT services to the world.

  • Expand areas earmarked for IT development, growing IT parks and hubs across regions.
  • Ensure balanced socio-economic growth through digital inclusion, skills and support for startups.
  • Foster an innovation ecosystem with a focus on new-age technologies such as Artificial Intelligence, Blockchain and Cybersecurity.

A New Era for IT in Africa by 2035

This Information Technology Framework is more than a policy document. It is a shared roadmap for African digital capacity. With a focus on digital inclusion, local skills and fair partnerships, Africa can become a maker of technology and not only a market for it.

Information Technology Framework 2027-2035

Make in Africa invites investors, innovators and entrepreneurs to join this journey and build a future where Africa designs and builds its own digital technology.
